Herbed Beef Roast

  1. Place roast on a sheet of waxed paper.
  2. Mix remaining ingredients, except watercress.
  3. Pat well into roast.
  4. Place on a rack in a shallow baking pan.
  5. Do not add water or cover pan.
  6. Roast in slow oven for 2 1/4 hours.
  7. Cover pan loosely with a sheet of foil, and let stand at room temperature until serving time.
  8. Place on platter and garnish with watercress.
