  1. Microwave water in covered 2-qt.
  2. microwaveable dish on HIGH 5 min.
  3. Add potatoes and carrots; microwave, uncovered, 15 min.
  4. Meanwhile, melt butter in large saucepan on medium heat.
  5. Stir in flour and pepper; cook and stir 3 min.
  6. or until mixture forms a thick paste.
  7. Gradually stir in broth; cook 5 min.
  8. or until thickened, stirring frequently.
  9. Add VELVEETA; cook and stir 3 min.
  10. or until melted.
  11. Mash vegetables slightly.
  12. Add to saucepan; stir.
  13. Cook 3 min.
  14. or until heated through, stirring constantly.
