Upside-Down Pizza

  1. Cook in a large skillet over medium heat beef, onion, flour, basil, oregano, and garlic.
  2. Add veggies (any veggies of your choice) and tomato sauce and simmer.
  3. Combine 1 cup flour, eggs, milk, olive oil, and salt in a bowl.
  4. Pour meat sauce into a 9x13 baking dish.
  5. Sprinkle Mozzarella cheese over meat sauce.
  6. Slowly pour breading liquid over meat sauce and cheese.
  7. Try to completely cover it with the breading, but dont worry if you dont.
  8. Sprinkle with Parmesan cheese.
  9. Bake uncovered at 425F for 25-30 minutes or until browned.
