Beef And Potato Bake

  1. In shallow 1 1/2-quart baking dish combine potatoes, oil and black pepper.
  2. Firmly press mixture across bottom and up sides of dish to form a shell.
  3. Bake uncovered at 400u0b0 for 15 minutes.
  4. In the meantime brown ground beef in large skillet; drain.
  5. Stir in gravy mix, water and garlic powder and bring to a boil.
  6. Stir in frozen mixed vegetables.
  7. Reduce heat and cook for 5 minutes.
  8. Stir in 1/2 cup Cheddar cheese and 1/2 can French fried onion rings. Pour this mixture into potato shell.
  9. Bake, uncovered, at 350u0b0 for 15 minutes.
  10. Sprinkle with remaining cheese and onions and bake 5 minutes longer.
  11. Serve with extra gravy if desired.
