Patriotic Cupcakes

  1. Prepare cake batter as directed on package; pour half into separate bowl.
  2. Stir different flavor dry gelatin mix into batter in each bowl.
  3. Spoon berry blue batter evenly into 24 paper-lined muffin cups; top with strawberry batter.
  4. Bake as directed on package for cupcakes.
  5. Cool completely.
  6. Spoon frosting into medium bowl.
  7. Add COOL WHIP; whisk until blended.
  8. Pipe onto cupcakes.
  9. (See tip.)
  10. Sprinkle with popping candy; insert licorice "wicks."
