  1. In a small bowl, place: vinegar, chili powder, sauce, salt, pepper, cocoa.
  2. In a 2 qt.
  3. saucepan, add the fat and beef.
  4. Over medium heat, stir and chop meat with a silicone spatula until all pink color is gone.
  5. Reduce heat to low, cover, cook 10-20 minutes.
  6. Remove lid, increase heat to medium, add flour.
  7. Stir continuously for 5 minutes, scraping bottom of pan.
  8. Add cornstarch to water, stir to dissolve.
  9. Immediately add to pan, stir continuously, scraping bottom of pan.
  10. When chili boils, add bowl of ingredients, stir.
  11. Reduce heat to low, cover, cook 30 minutes.
  12. Stir often, scraping bottom of pot.
