Bailey's Bouillabaisse (Fish Stew) Recipe

  1. Cook the onion, celery, and potatoes in the water for 10 min.
  2. Mix a little lowfat milk with the flour to create a soupy paste and set aside.
  3. Add in the remaining ingredients and bring to a boil.
  4. Add in the flour mix, stirring constantly.
  5. Simmer for 15 to 20 min.
