Beef Mostaccioli

  1. Coat meat with a mixture of the flour, paprika, chili powder and 1 1/2 teaspoons salt, and pepper.
  2. In skillet, brown meat in oil.
  3. Stir in tomatoes; add carrots.
  4. Cover and cook over low heat for 30 minutes.
  5. Add water, onion, celery, mostacciola and the 1/2 teaspoon salt.
  6. Bring to boiling.
  7. Pour into a 3-quart casserole.
  8. Cover.
  9. Bake in a 350F oven, stirring occasionally for 1 hour or until vegetables and meat are tender.
