Quinoa Salad

  1. Rinse quinoa in cold water several times; drain.
  2. Combine the quinoa and water in a medium saucepan and bring to a boil.
  3. Reduce the heat and simmer, covered until the grains are tender and water is absorbed; about 12 minutes.
  4. remove the pan from the heat.
  5. Let the quinoa stand, covered, 5 minutes.
  6. Transfer the quinoa to a large bowl.
  7. Add fennel, oranges, scallions, and pepper.
  8. Drizzle with dressing and toss gently to combine.
