  1. Mix flour, sugar, salt and baking soda in a medium size bowl. Cut butter with pastry blender or 2 knives, until mixture resembles fine crumbs.
  2. Add milk, lemon peel and vanilla; stir with a fork until moistened.
  3. Gather dough; press into a ball, then shape into a 7 x 2 x 12-inch rectangle.
  4. Wrap and refrigerate at least 1 hour, until firm.
