Savory Braised Sirloin

  1. Coat a dutch oven with cooking spray.
  2. Add olive oil and heat over high heat.
  3. Add beef and brown, stirring constantly, being careful not to scorch, about 5 to 10 minutes.
  4. Add soy sauce, 1 cup water, bouillon granules, wine, garlic and black pepper.
  5. Bring to a boil, cover tightly, reduce heat, and simmer 70 minutes, or until meat is tender.
  6. Add carrots, sliced diagonally, and cover tightly.
  7. Simmer 15 minutes longer.
  8. In a small mixing bowl, combine remaining 1 cup water, sugar, and cornstarch.
  9. Mix well, add to beef mixture, and stir.
  10. Bring to a boil and stir 1 minute.
  11. Place noodles, or rice, on one side of a serving platter.
  12. Spoon beef mixture beside noodles and serve.
