  3. Cream the butter and sugar in the bowl of an electric mixer fitted with the paddle attachment at high speed for 2 to 3 minutes, until light and fluffy.
  4. Reduce the speed to low, and add the eggs, one at a time, then the milk and vanilla.
  5. In a separate bowl, sift together the flour, baking powder, baking soda, and salt.
  6. With the mixer at low speed, add the flour mixture to the batter until just combined.

  8. Combine the brown sugar, pecans, cinnamon, nutmeg, and salt in a bowl.
  9. Stir in the melted butter and then the flour.
  10. Mix well, and set aside.
  11. Spoon the batter into the prepared pan, and spread it out with a knife.
  12. Using your fingers, crumble the topping evenly over the batter.
  13. Bake for 40 to 50 minutes, until a cake tester inserted in the center of the cake comes out clean.
  14. In a small bowl, whisk together the confectioners sugar, butter, milk, and vanilla.
  15. Using a fork, drizzle the glaze over the warm cake, and cool slightly.
