Mashed Potato Salad

  1. Cook potatoes in boiling water in large saucepan on medium-low heat 20 min.
  2. or until fork-tender.
  3. Melt butter in large skillet on medium heat.
  4. Add onion and celery; cook and stir 5 min.
  5. or until tender.
  6. Drain potatoes; mash, leaving a few chunks.
  7. Add onion mixture, dressing, milk, vinegar and mustard; mix well.
  8. Reserve 1/4 cup of the green pepper for garnish; stir remaining green pepper into potato mixture.
  9. Sprinkle with reserved green pepper.
  10. Serve immediately.
  11. Or, cover and refrigerate until ready to serve.
