Creamy Tarragon Dressing

• 12 cup low-fat yogurt
• 12 cup reduced-calorie mayonnaise
• 1 tablespoon chopped fresh tarragon or 1 12 teaspoons dried tarragon, crumbled
• 14 teaspoon fresh ground black pepper
