  1. Saute/fry: Onion and bell pepper in oil; Add in: grnd beef and cook sufficient to seal in juices, not dry; Add in: mushroom soup and bouillon cubes dissolved in 1/2 c. warm water; Add in; parsley, onion tops; Simmer and few min; Add in: liquid removed peas and rice.
