Chilled Orange and Fennel Salad

  1. Peel oranges, removing all of the white pith.
  2. Cut oranges into 1/4 inch slices.
  3. In a small bowl, whisk together oil, vinegar, cumin, and chili powder.
  4. Set dressing asside.
  5. Spread a layer of shredded romaine on a large serving platter.
  6. Cover with a layer of orange slices.
  7. Cover liberally with onion slices.
  8. Top with fennel rings.
  9. Spoon dressing over the salad.
  10. Serve chilled.
