Three-Step Salad

  1. In a small saucepan over medium heat, cook and stir almonds and sugar until almonds are coated and lightly browned, about 4 minutes.
  2. Spread the almonds on heavy-duty foil to cool; gently break apart.
  3. In a large salad bowl, combine romaine, oranges, celery and onions.
  4. Top with almonds.
  5. In a jar with a tight-fitting lid, combine the oil, vinegar, sugar, salt, dry mustard, and garlic powder; shake well. Pour over the salad and toss gently.
