Caramel Nougat Blondies

  1. Heat oven to 350F.
  2. Line 8-inch square pan with foil, with ends of foil extending over sides; spray with cooking spray.
  3. Whisk first 4 ingredients in large bowl until well blended.
  4. Mix flour, baking powder and baking soda.
  5. Add to butter mixture; stir until well blended.
  6. Add chocolate; mix well.
  7. Spread onto bottom of prepared pan.
  8. Bake 25 min.
  9. or until toothpick inserted in centre comes out clean.
  10. Cool completely.
  11. Use foil handles to lift dessert from pan; remove foil.
  12. Microwave caramels and milk in small microwaveable bowl on MEDIUM 2 min.
  13. or until caramels are completely melted and mixture is well blended, stirring after each minute.
  14. Drizzle over dessert.
  15. Cool 20 min.
  16. or until caramel is firm.
  17. Cut into squares.
