  1. Cook ground chuck in a large skillet until browned, stirring to crumble; drain well.
  2. Add chopped onion, water, chili powder, salt, cumin and pepper to ground chuck.
  3. Cook, uncovered, about 5 minutes, stirring occasionally.
  4. Remove skillet from heat; stir in refried beans and set mixture aside.
  5. Spread about 1/2 cup taco sauce in a greased 12 x 7-inch baking dish.
  6. Arrange 2 tortillas on top of sauce; cover with half of meat mixture, sour cream and an additional 1/2 cup taco sauce.
  7. Arrange 2 additional tortillas on top of sauce; cover with additional 1/2 cup taco sauce, the remaining meat mixture and half the cheese.
  8. Arrange remaining tortillas, taco sauce and cheese on top.
  9. Cover and bake at 350u0b0 for 40 minutes.
  10. Let stand 5 minutes before serving.
