Sherry'S Favorite Swiss Steak

  1. Heat oil in pan.
  2. Cut steak into serving size pieces and lightly flour.
  3. Lightly brown meat in hot oil and remove from pan; place on paper towels to absorb oil.
  4. Add onion, pepper, garlic and celery to pan; fry until clear stirring to prevent sticking. Add sugar, tomato sauce, water and seasonings.
  5. Cook stirring constantly for about 5 minutes.
  6. Put steak in single layer in 9x13 pan, pour sauce over meat.
  7. Add additional water if sauce does not completely cover all meat.
  8. Cover pan with foil.
  9. Bake at 350u0b0 for about 1 hour.
  10. Serve over rice.
