Sweet-Sour Beef 'N Cabbage

  1. Cook meat, onion, celery and pepper until brown; drain off fat.
  2. Sprinkle oats, parsley, first salt, garlic and pepper over meat mixture.
  3. Core cabbage; cut into wedges and place on meat. Mix remaining ingredients together in a bowl; pour over cabbage and meat.
  4. Cover and simmer for 20 to 30 minutes, or until cabbage is tender.
  5. Serve at once.
