Fiesta Salad In Tortilla Cups

  1. Spray 10-inch skillet with Pam cooking spray.
  2. Heat over medium heat for 1 minute.
  3. Add beef, onion, chili powder and garlic powder.
  4. Cook until beef is browned and onion tender.
  5. Spoon off fat.
  6. Stir in soup, water, rice and vinegar; heat to boiling. Reduce heat to low.
  7. Cook 10 minutes, stirring occasionally.
