Crock-Pot Stuffed Peppers

  1. Cut tops off of peppers.
  2. Remove stems and set tops aside to use later.
  3. Clean out peppers.
  4. Brown ground beef and remove grease.
  5. Add onion, celery, rice, milk, egg, salt, pepper and chili powder to ground meat and mix well.
  6. Stuff peppers with mixture.
  7. In pot, combine tomato soup and water.
  8. Place pepper tops in bottom of pot and set stuffed peppers on top of them to prevent peppers from spilling.
  9. Cover and simmer on high for 2 hours.
  10. Spoon sauce over peppers when serving.
