Portuguese Beef Stew

  1. In Dutch oven quickly cook meat, half at a time, in hot oil till browned.
  2. Return all meat to pan.
  3. Stir in the two cups of water, the tomato sauce, bay leaves, vinegar, salt, garlic powder, crushed red pepper, cinnamon, and allspice.
  4. Simmer covered for 1 hour.
