Ida'S Chili

  1. Brown beef in a large skillet with oil.
  2. Remove.
  3. Lightly brown onion, celery, carrots and garlic.
  4. Add oregano, cumin, bay leaves, flour, tomato paste and chili powder.
  5. Cook about 2 minutes.
  6. Add beef and stock.
  7. Bring to boil.
  8. Reduce heat to a simmer and add red pepper and salt to taste.
  9. Cook until beef is tender.
