Bret'S Favorite Spanish Shredded Beef Stew(Ropa Vieja - Old Clothes)

  1. Cut beef into 1/2-inch pieces.
  2. Heat beef, water, salt, pepper and bay leaf to boiling.
  3. Reduce heat; simmer for 2 hours, until beef is tender (add water as necessary).
  4. Remove beef from broth; pull apart into shreds.
  5. Stir beef, onion, garlic, chiles and reserved liquid and remaining ingredients into broth.
  6. Heat to boiling; reduce heat.
  7. Simmer, uncovered, for 30 minutes.
  8. Remove bay leaf.
  9. Serve with black beans and tortillas.
