Low-Fat Enchiladas(No Meat, Bean Filled)

  1. To make sauce, heat oil, chili powder and flour in a small saucepan to make a paste.
  2. Add water gradually; stir in vinegar, garlic powder, onion powder, salt and oregano.
  3. Bring to a boil, then lower heat and simmer 3 minutes.
