Butterscotch Muffins

  1. In a bowl, combine the flour, sugar, pudding mixes, baking powder and salt.
  2. Combine water, eggs, oil and vanilla.
  3. Stir into the dry ingredients just until moistened.
  4. Stir in butterscotch chips.
  5. Fill muffin cups 2/3 full.
  6. Combine brown sugar, pecans and cinnamon topping ingredients.
  7. Sprinkle over batter.
  8. Bake at 350 degrees Fahrenheit for 15 to 20 minutes or until a toothpick comes out clean.
  9. Cool for 5 minutes before removing from pans to wire racks.
