  1. Heat the oil in a large, deep skillet or pot (4 quarts) with a lid over med-high heat.
  2. Add the beef and onion and cook until no longer pink and the onion is softened, breaking up the meat with a wooden spoon, about 5 minutes.
  3. Add the garlic and cook 1 minute more.
  4. Stir in the chili powder, salt, and black pepper until incorporated.
  5. Add the broccoli, tomatoes, tomato sauce, macaroni, and water; stir to combine well, and bring to a boil.
  6. Decrease heat to medium low, cover, and cook until the pasta is tender, 10-12 minutes; taste and adjust seasoning.
  7. Serve garnished with parsley.
  8. 520 calories per 2 1/2 cup serving.
