Halibut Pot Pie with Mashed Potato Crust

  1. Preheat broiler.
  2. Melt butter in heavy large saucepan over medium heat.
  3. Add fennel and shallots.
  4. Cover; cook until tender, stirring occasionally, about 8 minutes.
  5. Sprinkle with flour, salt, and pepper.
  6. saute 2 minutes.
  7. Add broth; bring to boil, stirring often.
  8. Add fish and spinach.
  9. Cover; simmer over medium heat until fish is almost cooked through, about 4 minutes.
  10. Transfer fish mixture to 11x7x2-inch baking dish.
  11. Spoon mashed potatoes over, covering completely.
  12. Broil until filling bubbles at edges and potatoes are brown in spots, about 4 minutes.
  13. Serve.
