Hearty Beef 'N Potato Casserole

• 4 c. frozen potato rounds
• 1 lb. ground meat
• 1 pkg. frozen broccoli, thawed
• 1 can Durkee French fried onions
• 1 medium tomato, chopped (optional)
• 1 can condensed cream of celery soup
• 1/3 c. milk
• 1 c. (4 oz.) shredded Cheddar cheese
• 1/4 tsp. garlic powder
• 1/8 tsp. black pepper

1. Place potatoes on bottom and up sides of 8 x 12-inch casserole.
2. Bake, uncovered, at 400u0b0 for 10 minutes.
3. Brown beef in large chunks; drain.
4. Place beef, broccoli, 1/2 can of the onions and tomatoes in potato shell. Combine soup, milk, 1/2 cheese and seasonings.
5. Pour over beef mixture.
6. Bake, covered, at 400u0b0 for 20 minutes.
7. Top with remaining cheese and onions.
8. Bake, uncovered, for 2 to 3 minutes longer.
9. Serves 6.
