Horseradish Cream Sauce

• 6 tablespoons fresh horseradish or 6 tablespoons prepared horseradish
• 3 tablespoons cider vinegar or 3 tablespoons white wine vinegar
• 1 tablespoon sugar
• 3 12 fluid ounces heavy cream
• salt
